Clark Kelso,
Chief Information Officer,
State of California


Professor J. Clark Kelso serves as Governor Schwarzenegger's Special Advisor on Information Technology and Chief Information Officer for the State of California. As Chief Information Officer, he is responsible for providing State leadership on information technology policy and for working collaboratively with other information technology leaders throughout state government.

Professor Kelso has held several other leadership positions in California government. He currently sits as the Governor's designee to and Chair of the California Earthquake Authority. He has previously served as Acting Director of the Department of General Services, Acting Director of the Department of Information Technology, Acting Insurance Commissioner, and Scholar-in-Residence at the California Administrative Office of the Courts. Professor Kelso is the Director of the Capital Center for Government Law and Policy at the University of the Pacific's McGeorge School of Law.

Professor Kelso earned a bachelor of arts degree from the University of Illinois, and a juris doctorate degree from Columbia Law School. He was a law clerk to Judge Anthony M. Kennedy on the Ninth Circuit Court of Appeal.

Steve Scott,
Vice President of Information Technology

Steve Scott has been with VSP since 1996. As Vice President of Information Technology, he manages a division of over 250 people.

The Information Technology Division is responsible for keeping all of the technical infrastructure running, negotiating for and participating in the purchase of computer and other technical hardware and software, managing technical assets, working with VSP's Business Partners to define requirement for projects using technology to support business initiatives and formulating a future architecture to support VSP's strategic goals and initiatives.

Steve is a graduate of UC Berkeley and has done post graduate work in the MBA programs at San Diego State and Sacramento State. Steve is on the Advisory Council for the UC Davis Executive Education Program. He is also on the Curriculum Committee for the Graduate Management Information Systems Program at Sacramento State.

Steve is currently a board member for the Society for the Blind and Junior Achievement.

Gillian is the former Systems Management Group President for Sterling Software, Inc., one of the world's largest independent software vendors before its acquisition by Computer Associates International in 2000. At Sterling, she was responsible for a $200M+ worldwide organization, comprised of 6 Divisions, 1,000 employees, more than 40 international distributors and 20,000 customers. During her 12-year tenure, Gillian held positions in Washington, D.C., London, U.K., Sacramento, CA., Paris, France, and Dallas, Texas. Gillian serves on numerous boards including Sacramento Angels and SARTA. An angel investor in several startup companies, she provides advice and guidance, formally and informally, to many more.
